Will my picture get blurry?

Making a picture smaller keeps it sharp. Making it much larger than the original always looks softer, because there is no extra detail to add.

What does "Keep the proportions" do?

It changes the other side by the same amount, so nothing looks stretched. Switch it off and fill in both sizes if you need an exact shape, then choose to crop, fit or stretch.
